Biography

Over the years, much research has been directed towards optimal infrastructure pricing and investment strategies. This includes both empirical work with respect to specific issues (for myself for instance the assessment of marginal costs for rail wear-and-tear and congestion in the railway sector) as well as analyses with a wider applicability. My personal interest is now increasingly looking into the possibilities to design institutions which enhance the chances that efficient politicies can be implemented. This has included the procurement of infrastructure projects and the possibilities to design procurement contests and contracts in a different way than today. One component of this work is related to Public Private Partnerships, and I have co-authored an OECD report on this issue, submitted a paper on it as well as finalised a book dealing with PPP design issues for the domestic market.
