European Climate Policy - Consequences today and tomorrow
Join us for an overview of how EU Climate Legislation works today, and some insights on key pieces of regulation that will be reviewed and re-negotiated within the next couple of years, with Magnus Nilsson, one of Sweden's most knowledgeable experts in the field. This will be followed by a discussion with Christofer Fjellner and Jytte Guteland, drawing on their own extensive experience in national and EU climate politics.

With the adoption of the EU Climate Law in 2021, a new era of climate policies started. With the connected Fit for 55-framework, new legislation was introduced, while existing regulations – such as the Emissions Trading Directive, the Effort Sharing Regulation (ESR) and the regulation on Land Use, Land Use Change and Forestry (LULUCF) - were considerably reformed and bundled.
During this seminar, Magnus Nilsson, one of Sweden's most knowledgeable experts in the field, will introduce EU Climate Legislation as it works today, and offer some insights on key pieces that will be reviewed and re-negotiated within the next couple of years.
After Magnus' introduction, there will be a panel discussion touching on issues regarding EU climate policy broadly, but focusing especially on some paradoxical consequences of the Emissions Trading Scheme such as: "Does it really make a difference to the environment whether you choose to travel by train or by air?", and "How are total emissions affected when activities covered by emissions trading switch from using fossil fuels to bioenergy?" By placing the EU Climate Policy in context and treating it jointly with experts with different political affiliations, we aim to shed some light on some of the most intensely debated questions of climate policy today.

Magnus Nilsson is one of Sweden's leading experts on EU climate policy. In 2023 he wrote an overview of the new EU climate legislation for the Expert Group for Studies in Public Finances (ESO), an independent committee linked to the Swedish Ministry of Finance. Later the same year Nilsson assisted professor John Hassler in preparing the governmental report on Sweden's climate strategy. Magnus Nilsson has a background in the Swedish Society for Nature Conservation (Naturskyddsföreningen) and in the board of the Brussels-based think-tank Transport & Environment.
Christofer Fjellner is opposition mayor of the City of Stockholm, group leader for the Moderate Party in the City of Stockholm and chair of the Cross Party Committee on Environmental Objectives (Miljömålsberedningen). He has also served as a member of the European Parliament, 2004-2019.
Jytte Guteland is a member of the Swedish Parliament for the Social Democratic Party, and a member of Miljömålsberedningen. She was a member of the European Parliament 2014-2022.
