Many municipalities, counties and cities have set consumption-based emission targets. Although calculating such emissions on a national level is a relatively well-established procedure, methods for subnational calculations are less developed. The purpose of this project is to investigate different possible approaches to calculate consumption-based emissions at subnational level, evaluate them and compare with published data. The project also aims to evaluate and propose different mitigation measure suitable to implement at a regional or municipal level.
