Quantum Technology in Research Proposition

The governments research proposition  was released on Dec. 12, 2024. The proposal covers all areas of research and innovation. The proposed investment is 6500 Msek in total for research and innovation from 2025 up to and including 2028. This represents a large increase from 3750 Msek in the previous 4-year period. Quantum Technology is consider a 'strategic research area' for Sweden, and it is frequently mentioned in connection with life science, AI and other Digitalization research. Some highllights relating to Quantum Techology are:

- VR will be given a mandate to strengthen Swedish universities reserach and graduate education in Quantum Technology, with 50 Msek 2027, and 100 Msek 2028. VR evaluate applications and reglarly evaulate quality.

- VR's will get funding to fund to 'Clusters of Excellence', which are considered key for the develpment of brekthrough technologies. Each cluster will have a focused investment in the range of 20 - 40 Msek. The budget for clusters in all areas is: 125 MSek 2025, 265 MSek 2026, 420 MSek 2027, 710 MSek 2028. 100 MSek is reserved for AI.

- Vinnova is given a mandate to strengthen Sweden's position in the EU's framework program. For this purpose Vinnova will bet 28 Msek 2025, 43 Msek 2026, 65 Msek 2027 and 100 Msek 2028.

- Vinnova is given a mandate to strengthen innovation through 'verrificaiton' of research results with commercial potential. For this purpose, Vinnova will get 50 Msek 2026, 77,5 Msek 2027, and 108 Msek 2028. This investement is said to be a 'permenent increase'.

- Vinnova is given a mandate to strengthen innovation at universites in partnership with their holding companies and innovation programs. For this purpose Vinnova will get, 40 Msek 2025, 40 Msek 2026, 50 Msek 2027, and 70 Msek 2028.

- Nordita, which has many research programs with a focus in 'the quantum area (kvantområdet)', will get 8 Msek per year, 2025 - 2028.
