The course covers- based on the technical design and function of different infrastructure facilities â alternative ways of responsibility for building, administration and funding. The course focus primarily on various types of transport systems, power supply, water, drain and telecommunications etc, are covered in the course, but cover also preservation of buildings and nature. The course constitutes a specialisation and expansion of the subject content in earlier courses.
The teaching consists of lectures and seminars
The general the aim of the course is that the participants should obtain advanced knowledge of problems and principal solutions that concern who that should be responsible for building and operation of various types of infrastructure facilities A central question is also, how different facilities should be financed.
These questions are treated in view of how Sweden has solved the responsibility and funding of different facilities. It also intends which decisions about plans and permits that are required for construction of infrastructure as well as the importance of the Environmental Code's regulations for a sustainable use of land and water resources.
This implies that the course participants after completing the course should be able to:
- Account for alternative systems for responsibility for building and management of infrastructure.
- Account for alternative designs of system for funding and distribution of infrastructure costs for construction and operation.
- Compare and evaluate these types of systems for responsibility and funding, based on inter alia different perspectives of just distribution.
- Describe the basic forms for responsibilities, funding, planning/permits that applies in Sweden to achieve a sustainable societal development.
