Content and learning outcomes

Course contents

The course includes lectures by representatives from various public agencies responsible for planning and assessment of various types of infrastructure, i.e. primarily the Swedish Transport Administration, the Swedish National Grid, the Swedish Environmental Protection Agency, and the Land and Environmental Courts. In connection with the lectures, participants shall write essays that summarizes and analyzes the key elements of the various legislations.

Intended learning outcomes

The overall objective is to provide a deeper understanding of the legal examinations in the forms of plans and permits, required in connection with the construction of infrastructure facilities and the establishment of protected areas under the Environmental Code. Along side the Environmental Code, the course covers infrastructure legislation such as the Roads Act, the Railway Construction Act, the Electricity Act, the Joint Facilities Act and the Planning and Building Act. More specifically, the student must be able to:

  • Account for the basic rules for planning and permit procedures in the various acts.
  • Categorize, compare and in writing present central parts of the various acts.
  • Describe the main functions of the Environmental Code in relation to the planning and assessment of infrastructure projects, as well as and the legal connections between the Environmental Code and the infrastructure acts.
