The course includes lectures by representatives of the authorities responsible for review / construction of the infrastructure, ie. the Swedish Transport Administration, Swedish National Grid, The Swedish Environmental Protection Agency, Environmental and land courts. Furthermore, the course includes a deeper analysis of the conditions and requirements to establish so-called joint facilities. In connection with the lectures, participants write essays that illustrate and analyze key elements of the respective legislation.
The course also includes a seminar, where students from a legal-economic perspective, aims to highlight and discuss theoretical concepts including economic efficiency and fairness in light of the current legislation.
The course's overall aim is to provide a deeper understanding of the legal challenges in the form of plans and permits, required in connection with the construction of various infrastructure facilities. In addition to the Environmental Code, the course covers planning- and infrastructure legislation: the Road Act, the Law on Railway Construction, the Electricity Act, the Joint Facilities Act and the Planning and Building Act.
More specifically, this means that each student must be able to:
• describe the fundamental rules for permit consideration in the current laws,
• classify, compare and in writing present key elements of the various laws,
• in seminars; evaluate, criticize / defend, and evaluate the suitability of laws in various respects
