ME2835 Policy Ventures: Innovation in Public Organizations 7.5 credits

Public organizations are central for a well-functioning society. Public organizations need to maintain stability in what they do, but also to innovate and change to meet societal challenges and serve the people. This course provides knowledge in the dynamics of, and challenges entailed with, developing and innovating in public organization. The course features cases and live cases where course participants work together with public organizations to contribute to citizen welfare. The course prepares students for working in, advising, and running innovation projects in public organization.

Content and learning outcomes

Course contents

This course gives a research-based understanding of the properties of public sector and its relations to companies and non-profit organisations. It makes it relevant for all students who will work in or with public organisations. The course is based on studies of public organisations with special focus on change and innovation. Central features of public organisations are discussed and compared with non-profit-making and profit-making organisations including governance, regulations, joint standards and central stakeholders.

The course consists of three coherent parts that are supported by literature, lectures and case studies:

· The properties of public sector,

· The relations and governance of public organisations,

· Innovation in public organisations.

Case studies of local and national public organisations are discussed, where the course participants act as transformation consultants that tackle problems that the organisations face

Intended learning outcomes

After passing the course, the student should be able to:

1. Describe and explain central features of public organisations,

2. Apply theories of organisation, governance, entrepreneurship and innovation to analyse empirical cases of public organisations,

3. Diagnose challenges for public organisations that want to deliver services of high-quality to the interested parties of the society,

4. Evaluate efforts and policy that aims to improve public organisations,

5. Formulate strategic (long-term) or tactical (short-term) agendas for public organisations that want to initiate change and improvement.

Based on recommendation from KTH’s coordinator for disabilities, the examiner will decide how to adapt an examination for students with documented disability.

The examiner may apply another examination format when re-examining individual students.

If the course is discontinued, students may request to be examined during the following two academic years.

Other requirements for final grade

The student must complete all assignments of the course to obtain a passing grade. The student's grade is based on how they have performed in written assignments (individually and in groups), oral presentations and participation during class hours. Attendance is compulsory at certain lectures, and optional at other.

  • All members of a group are responsible for the group's work.
  • In any assessment, every student shall honestly disclose any help received and sources used.
  • In an oral assessment, every student shall be able to present and answer questions about the entire assignment and solution.
