ME2837 Entrepreneurship in the Welfare State 7.5 credits

The aim of this course is to provide in-depth knowledge about innovation and entrepreneurship in publicly funded welfare by exploring how innovation and entrepreneurship is regulated, organized and practiced in three areas of welfare services; healthcare, residential care for children and youth and long-term care for older and disabled people. The motivating question of the course is: under what conditions can innovation and entrepreneurship in publicly funded welfare services benefit both quality and equality? Findings for Sweden will be compared and
contrasted with research on Anglo-Saxon and Asian countries, where the context of welfare services differs compared to Sweden.

Content and learning outcomes

Course contents

The purpose of the course is to provide specialised knowledge of innovation and entrepreneurship in tax-financed welfare services. The course explores how innovations and entrepreneurship are regulated, organised and practised within the scope of three different welfare services: health care, social services' institutional care for children and young, and geriatric care. The fundamental issue of the course is: under which preconditions, can innovations and entrepreneurship in tax-financed welfare services contribute to both quality and equality? Results from Sweden will be compared with and be contrasted against research about relations in Anglo-Saxon and Asian countries where the context of the welfare services differs from the Swedish.

The course provides knowledge of:

· Theories and concepts related to innovation and entrepreneurship,

· The regulation, the organisation and the practice of innovations and entrepreneurship in health care, social services' institutional care for children and young ,and geriatric care,

· The interplay between gender and intersectional inequalities, such as ethnicity and class, and innovations and entrepreneurship in the welfare,

· Ethical dilemmas that are associated with innovations and entrepreneurship in the welfare as for instance the difference between being consumer or a user of a welfare service.

Intended learning outcomes

After passing the course, the student should be able to:

1. Give an account of how innovations and entrepreneurship in the welfare sector interact with how welfare services are regulated, organised and practised in different welfare-state contexts,

2. Analyse how innovations and entrepreneurship in the welfare sector interact with gender and intersectional inequalities as ethnicity and class,

3. Reflect on ethical dilemmas that are associated with innovations in the welfare as for instance equality between citizens and quality in the contents of the services.

Based on recommendation from KTH’s coordinator for disabilities, the examiner will decide how to adapt an examination for students with documented disability.

The examiner may apply another examination format when re-examining individual students.

If the course is discontinued, students may request to be examined during the following two academic years.

Other requirements for final grade

The student must complete all assignments of the course to obtain a Pass grade. The student's grade is based on how they have performed in written assignments (individually and in groups), oral presentations and participation during class hours. Attendance is at certain lectures is compulsory, and at other optional.

  • All members of a group are responsible for the group's work.
  • In any assessment, every student shall honestly disclose any help received and sources used.
  • In an oral assessment, every student shall be able to present and answer questions about the entire assignment and solution.
