Course contents

The general aim of the course is to give students basic knowledge of Swedish planning at the local and regional level. It includes how the planning process is organised, the institutional frameworks, the tools and methods used in planning and tools, the knowledge base and planning documents, central actors and their roles.

The course covers Swedish planning with emphasis in land use and transportation planning, and the interplay between these. The starting point is the Swedish planning system according to the Planning and Building Act where municipalities play a central role through the comprehensive plan, area regulations and detailed development plans. Since municipal land use planning is affected by plans and activities in other areas of responsibility, the coordination between municipalities, different public authorities and other levels of administration an important issue in the course. The course also covers the planning that takes place at regional level. This involves regional plans accordance with PBA based on the planning in the Stockholm region, the regional development programmes as well as the regional structure schemes and similar programme activities that takes place at a regional level.

Land use planning supports the work with urban and regional development, where private and public actors through different efforts and investments influence the outcome

The course consists of 3 parts:

- lectures, literature studies and seminars that address the Swedish planning system, i.e. its actors, processes, plans, tools and institutional preconditions and collaboration between different actors in the work with sustainable urban and regional development. The students are examined through a written examination (A-F)

- individual submissions to seminars that prepare the students for the written exam (P/F)

- group assignment in which contemporary urban and regional planning is studied based on current plans and projects. The group compiles its results in a report, and presents the report in a final seminar. (P/F)

Intended learning outcomes

The general aim of the course is to give the course participants basic knowledge of Swedish urban and regional planning at local and regional level and how it is carried out practically. It includes how planning processes are organised, the institutional frameworks, the working methods in planning and tools, the knowledge base, planning documents, central actors and their roles. On completion of the course, the student should be able to:

- account for the aims of and motives for urban and regional planning as well as the development of the Swedish urban and regional planning

- describe and discuss the Swedish planning system and the relation between plans and programmes for land use planning and transportation planning

- account for different planning models and planning tools that are used in planning practice at different levels and discuss which advantages and disadvantages they can imply

- describe municipal land use planning based on legislation, participating actors and different planning documents as well as how it is connected to planning in other fields or at other levels

- analyse how different local and regional preconditions influence urban and regional planning

- describe how municipal and regional planning and its tools can promote sustainable development
