Competence center for children's need for family life in accordance with the UN Convention on the Rights of the Child (CRC)
The Government has decided that the UN Convention on the Rights of the Child (CRC) should be incorporated into Swedish law. Sweden is already bound by the European Convention on Human Rights (ECHR), which in article 8 gives children the right to family life. This right is violated with increasing frequency in the context of parental conflict and separation. More and more children and young people are growing up without society protecting their need for continuous and adequate contact with both parents throughout childhood and adolescence. Intergenerational contact is an important factor both in the quality of life of the family and in the psychosocial health and maturity of the child.
To meet this social health obligation, Sweden requires a central center of clinical expertise. The center should be an organization for research, information, prevention and rehabilitation. Treatment programs for intergenerational family integration and reunion of children with the lost parent should be developed in consultation with leading international actors.
The project can collaborate with parents’ organizations or organizations for grandparents and the elderly in order to raise both their and the general public's interest in children's need for the family as a breeding ground for relationships, growth and personal development. This can be done with the support of the extended family and involve grandparents who desire contact with the grandchildren they miss.
The location of the center should be one that facilitates cross-disciplinary dialogue and is suitable for quiet contemplation in a therapeutic environment. The medical, social, cultural and legal professions are to interact there to guarantee to future generations of children a start to life grounded in secure relationships and to give them the opportunity for a family life that helps them to mature into harmonious and responsible adults, capable of joy, creativity and work. Good childhood relationships both to parents and the wider family are the cornerstone of a society's social stability.
Resources are required for an observatory that maintains up-to-date information and expertise, and that collects and integrates findings on children's psychosocial family needs and translates them into practical recommendations. Guidelines for the coordination of efforts between healthcare institutions, the judiciary, the cultural sphere and social services are to be developed for various diagnoses. In the initial stages a venue will be required for dialogue between authorities, interest groups and individuals affected by parental alienation over one or several generations.
A platform for dialogue between research and experience, theory and practice, academia and authorities should help to bridge the implementation gap. The goal is to construct a training course with inbuilt possibilities for skills renewal and further study for experienced and newly recruited professionals. International networks and specialist conferences are important for accessing and importing the latest discoveries from the frontlines of expertise which are now dispersed across leading countries (Canada, United States, Australia, etc.).
The international network of experts has its registered office at Vanderbilt University. If the relevant authorities and stakeholders unite, Stockholm has the opportunity to become the site of the network's European center.

Who should be the principal agent in Sweden in pushing for the establishment of a competence center on children's need for family life?

Kompetenscenter för barns behov till familjeliv enl Barnkonventionen
Regeringen har bestämt att Barnkonventionen ska bli svensk lag. Redan idag är Sverige bunden av Europakonventionen som i sin artikel 8 ger barn rätt till familjeliv. Denna rätt kränks allt oftare i samband med föräldrakonflikt och familjesplittring. Allt fler barn och unga växer upp utan att samhället kan skydda deras behov av kontinuerlig och fullgod kontakt med bägge föräldrarna under hela uppväxten. Generationskontakten är en viktig faktor i familjens livskvalitet och för barnets psykosociala hälsa och mognad.
För att tillgodose detta sociala hälsokrav behöver Sverige ett centralt kliniskt kompetenscenter. Det ska vara en organisation för forskning, information, prevention och rehabilitering. Behandlingsprogram för bland annat generationsöverskridande familjeintegration och återförening med förlorad förälder för avskilda barn utvecklas i samråd med internationella förebilder.
Projektet kan samverka med föräldra- och äldreorganisationer för att väcka deras och allmänhetens intresse för barns behov av familjen som grogrund för relationer, växande och personlig utveckling. Det kan ske i samspel med utvidgade familjebildningar och involverar far- och morföräldrar som engagerar sig för sina saknade barnbarn.
Platsen bör vara gynnsam för tvärdisciplinär dialog och orten lämplig för rofylld kontemplation i terapeutisk miljö: Medicinska, sociala, kulturella och juridiska professioner ska här samverka för att garantera barn i kommande generationer en start i trygga relationer och ge dem en förmåga till familjeliv som hjälper dem mogna till harmoniska och ansvarstagande vuxna, kapabla till livsglädje, skapande och arbete. Goda erfarenheter av anknytning till båda föräldrar och familj utgör en hörnsten i samhällets sociala stabilitet.
Det behövs forskningsresurser till ett observatorium som håller kunskapen uppdaterad och som samlar, integrerar och omsätter kunskap om barns psykosociala familjebehov i praktiska råd. Handläggningsmanualer för samordning av insatser mellan vård, rättsutövning, kulturaktivitet och social omsorg utvecklas för olika diagnoser. Initialt behövs en mötesplats för dialog mellan myndigheter, intresseföreningar och enskilda som drabbats av föräldraalienation i en eller flera generationsled.
En dialogplattform för utbyte mellan forskning och erfarenhet, teori och praktik, akademia och förvaltning ska hjälpa till att överbrygga implementeringsgapet. Målet är att bygga upp en utbildning med permanenta funktioner för uppdatering och vidarestudier för erfarna och nyrekryterade yrkesutövare. Internationella nätverk och expertkonferenser är viktiga för att knyta an till och importera senaste rön från frontlinjen i kompetens som nu är spridd i ledande länder (Kanada, USA, Australien, m fl).
Det internationella expertnätverket har sitt säte vid Vanderbilt University (www.pasg.info). Om berörda instanser och intressenter samverkar har Stockholm chansen att bli ort för nätverkets centrum i Europa.
