 About the lecture: Net Neutrality, the principle of equal treatment of traffic over the internet, has become an increasingly important topic as the internet has evolved into the primary mean for end users to access and use electronic content and services. As content over the internet has started to replace the use of traditional communication services, the business models of telecom operators have become threatened. The main concern is that network operators may have incentives to try to use their position as “gate keeper” to the internet to reclaim or tap into some of the revenue that is now being collected by content providers. This could be done through traffic management, where different quality of service (QoS) is applied depending on what content is transmitted (and what the content provider is prepared to pay). Indeed, recent techniques and network equipment offers the potential to discriminate internet traffic in a very sophisticated way. The principle of Net Neutrality has thus become a topic that has been frequently debated in recent years and is now being legislated in both the US as well as the EU. There is a strong political will to keep the internet open.¶

Has worked at PTS in several different positions since 2008 and with net neutrality since 2010. The first part of the lecture will focus on investment and risk in relation to wireless infrastructure. There is a difference between systematic and unsystematic risks as the former can not be diversified away as it is part of the economy as a whole while the latter is specific to projects or businesses with factors such as currency, demand and technology. There is various way to measure and reduce risk which will be addressed. Investments in the deployment of 3G will be discussed in order to analyse a market development and how it influence business decisions. Slides Investments and risk¶

The second part of the lecture will establish the financial toolbox, which consists of ten concepts that are essential for telecom operators. Go through the slide pack ahead of the lecture in order to be prepared to use the different concepts in the toolbox on various examples which will deepen your understanding of the mobile operator business and your analytical capability. The lecture consists of two parts. The first address issues about regulation of electronic communication. If regulation is the answer what is then the question? Compare with other areas such as regulation for road, air and rail traffic as there are factors that make regulation essential in order for the market to function. Issues about the regulator will be discussed and two key concepts are ex ante and ex post. The second part of the lecture will focus on spectrum.
