The Swedish Transport Administration has an important role to play in the design of the transport system as part of a sustainable society. In the project "A broader systems view in strategic transport planning through collaboration" (SAMPLAN), we study how transport planning can be driven towards a broader approach than today's infrastructure planning through strengthened collaboration so that the sustainability benefits can increase. The overall aim of the project is to contribute to improving the Swedish Transport Administration's planning for an efficient, modern and sustainable transport system that supports a transition to a sustainable society. Specifically, three challenges are addressed regarding the planning of the transport system of the future:

  1. need to create a systems perspective in transport planning
  2. need to develop collaboration for cross-sectoral policy development and strategic planning
  3. need to develop institutional capacity, transformative learning and practical knowledge.

In order to meet the above challenges, the research project will contribute to (i) new knowledge about the conditions for cooperation between the Swedish Transport Agency and other societal actors to promote a broader perspective in strategic transport planning (ii) new knowledge about how a systems perspective in transport planning can be strengthened through cooperation (iii ) recommendations for how transport planning can handle complex planning contexts with several involved actors at different levels and steer towards joint synergies, benefits and effects, which supports a choice of measures aimed at sustainable social development. A qualitative research methodology will be applied which includes literature and document studies, interview studies, focus group interviews, workshops and a seminar. In addition, interactive methods such as learning examples and typical cases will be used to create participation in research and development work based on an action-oriented perspective. The project is laid out in three parts, where the first part deals with an in-depth analysis of challenges and opportunities within today's strategic transport planning. In the second part, processes for cooperation between the Swedish Transport Administration and other societal actors are dealt with, and in the third part, recommendations are presented to guide and support the future work of managing processes and measures that make a difference and lead to synergies between transport planning and other social development. The result will e.g. be presented at conferences, in two scientific articles, in a final report and in a final seminar where the project's overall results and recommendations are presented to the Swedish Transport Administration and other societal actors. In addition, the project will be presented in a podcast to promote a wide spread of the results.
