Hello Bengt and Jan, I have question about material in page 28 in the slide of this lecture section.. what does it mean by 

- "universal service" in corporate objective?

- "cost recovery" in pricing approach?

Hi,

 

The issue of cost recovery is related to when an operator is obliged by a regulator to provide a specific service it could be stated that the price of the service should be at a non-discriminatory basis (meaning that wholesale customers are paying the same price as the internal retail arm). But the regulator could also impose a price regulation, and the basis for the regulated price is that it should allow the operator to get a cost recovery including a return. Another way to say this is that the regulated price should enable the operator to cover the relevant cost. This implies a cost recovery.

When it comes to universal service, a former monopolist or incumbent could have an obligation to provide services to all households in a country, or provide a basis service in a certain areas. This obligation is labeled universal service. This could be financied in various ways, and one example could be that a certain share of telecom reveneus goes to a universal service fund. In Sweden do not TeliaSonera have a universal service obligation, but it has committed to provide basic telephone services to the entire country on an voluntary basis.
