What is the social cost of border control and identity checks on the Öresund bridge?

In the aftermath of the Syrian refugee crisis in the second half of 2015 border controls and identity checks were introduced in January 2016 on the Öresund bridge between Denmark and Sweden. As a consequence, the frequency of the railway service is now lower and travel times are longer than before the introduction of border controls and identity checks. When the border controls were introduced around 15000 individuals were commuting over the Öresund strait. Commuters may adjust to longer travel times and lower frequencies by changing mode, passage across the strait and residential and workplace location with respect to the strait. Some analyses of the welfare effects of border controls and identity checks have been performed by regional agencies, but no study taken all four kinds of effects into account has been performed. By using the Mocca model an assesment of the total welfare effects of border controls and identity checks is presented.
