It should be made publicly availailable online (both documentation + video), so any format that can be uploaded to youtube, vimeo, or similar, will do.

Regarding length, aim for 2-3 minutes (as stated in brief), but up to 5 is fine.

Aim for as good picture quality as possible, but the most important is that it shows well in a browser, thus mobile phone quality will probably work fine in most cases.
