The Russian invasion of Ukraine created an urgent need to rebuild the destroyed cities in accordance with the goals of sustainable development and the basic principles of democratic societies. Spatial planning faces significant challenges, including infrastructure destruction, limited resources, and large-scale population displacement. Other countries' best practices in decision-making in spatial planning can benefit Ukraine and assist in introducing sustainability goals as well as principles of democratic societies into spatial planning.
The preparation project as a first step creates the basement for next cooperation project which provides knowledge that empowers responsible decision-makers to make informed, transparent decisions to strengthen the democratic foundations of public governance and support sustainable regeneration of Ukraine. A training module to be developed as а part of the next cooperation project and implemented as а part of the next thematic training project, on the improvement of the decision-making process on spatial planning for the renewal of Ukrainian cities, with an focus on cost-benefit analysis and public negotiations, is aimed at strengthening democratic institutions and state administration in the next ways: Data-driven decision-making increases transparency in spatial planning by promoting accountability, a key component of democratic governance. Implementation of the best practice of public participation in decision making in spatial planning improves inclusive and equitable spatial development, meeting the needs of diverse communities, reducing marginalization and strengthening social cohesion.
The spreading of the knowledge about needs and opportunities for public engagement in spatial planning strengthens citizens' trust in public institutions, which is an a crucial part of democratic societies. The overall aim is initiation of collaboration between key partners and additional stakeholders towards establishment of a long term cooperation in education, research and municipal governance.
